Close a forwarding job when late charges and currency differences remain
For forwarding branch lead, import/export manager, job controller · Compare approaches
TL;DR — what you’ll learn
- Keep operational completion, provisional job margin and financial close as separate states.
- Retain estimates for expected charges with an owner, basis and review date.
- Replace the matching estimate when an actual invoice is accepted; do not add both costs.
- Explain supplier-amount variance and exchange-rate effects separately.

The cargo is delivered and the forwarding job is marked closed. A terminal invoice arrives later in a foreign currency. The margin report either ignores it, reopens everything without explanation or adds it on top of an existing estimate.
Close the operational work when its conditions are satisfied, while keeping the financial view explicit about actual costs, estimates and unresolved exposure. A useful provisional margin is reproducible and can be revised without losing the reason for the earlier result.
Define the meaning of close
Operational close may mean the agreed movement and document tasks are complete. A provisional management close may permit reporting with reviewed estimates. Financial close follows the organisation's accounting policy, period controls and approval requirements.
Record these states independently. A job can be operationally complete while a supplier charge remains unbilled. Conversely, an advance supplier invoice does not establish that the service was completed.
For each expected cost, retain the job, supplier, service component, currency, estimated amount, rate basis, supporting evidence, owner and expected invoice date. A generic contingency with no service identity is difficult to replace or reconcile.
A late invoice changes the margin by ₹5,200
This illustrative job-management view has revenue of ₹100,000 and other accepted costs of ₹35,000. An expected terminal charge is USD 500, converted at the approved illustrative estimate rate of ₹82 per USD. Taxes and statutory journal-entry treatment are outside this example.

| Cost view | Terminal charge | Other costs | Total cost | Management margin |
|---|---|---|---|---|
| Provisional estimate | USD 500 × ₹82 = ₹41,000 | ₹35,000 | ₹76,000 | ₹24,000 |
| Accepted actual invoice | USD 550 × ₹84 = ₹46,200 | ₹35,000 | ₹81,200 | ₹18,800 |
The revised margin falls by ₹5,200. The actual charge replaces the related ₹41,000 estimate in this management view. Adding both would report ₹122,200 total cost and a false loss of ₹22,200.
The replacement needs a link between the estimate and the accepted invoice line. A shared job number alone may be insufficient if several similar terminal charges are expected.
Explain amount and currency effects without mixing them
Using the estimate rate as the first comparison basis, the supplier-amount increase is USD 50 × ₹82 = ₹4,100. Applying the rate change to the actual USD 550 adds USD 550 × ₹2 = ₹1,100. Together they explain the ₹5,200 difference.
This decomposition uses a stated order of calculation. Another consistent decomposition can allocate the interaction differently; retain the chosen method so successive reports are comparable.
The IFRS Foundation describes IAS 21 as addressing foreign-currency accounting, exchange rates and the reporting of their effects. The applicable accounting framework and finance policy determine the actual recognition, remeasurement and presentation treatment. IFRS Foundation — IAS 21 scope
Do not use this management bridge as a universal posting instruction. The transaction date, functional currency, settlement, period-end remeasurement and applicable rules can change the accounting entries.
Suppose the USD 550 is later paid using ₹85 per USD in a simplified cash comparison, producing ₹46,750. That is ₹550 above the ₹46,200 invoice-conversion amount. Show the settlement-related difference under finance's approved treatment rather than silently changing the original supplier amount.
Match an actual charge to the right estimate
Use supplier, service component, movement, equipment or document references, currency and coverage period as appropriate. A late charge might be a new service, a corrected invoice or a duplicate.
Oracle Transportation Management's match-rule documentation illustrates configured invoice-to-shipment relationships. The finance process still needs the estimate-to-actual allocation and approval for the job view. Oracle Transportation Management 26C — Match Rule
If an invoice covers several jobs, allocate the actual amount using an approved basis and retire only the matched estimate portions. A partial invoice should not automatically clear the entire expected cost.

| Finding | Treatment in the review queue |
|---|---|
| Actual invoice matches the estimated service | Propose replacement and variance review |
| Invoice covers part of the service | Replace matched portion; retain supported remainder |
| New service component appears | Establish entitlement and add separately if approved |
| Duplicate claim suspected | Hold the repeated obligation for review |
| Estimate no longer supported | Obtain authorised release or revision |
| Currency or rate basis conflicts | Route to finance before final reporting |
Keep estimates accountable after the job moves on
Give every estimate an owner and review date. Ageing should trigger investigation, not automatic deletion. The absence of an invoice does not prove that no liability or cost exists.
Record whether the amount is contracted, derived from a tariff, based on a supplier quotation or a reasoned estimate. Distinguish missing information from a deliberate zero. Show material uncertainty in the provisional margin rather than presenting an unqualified final number.
If a job is reopened, retain the prior reported margin, new evidence, approval and revised view. Do not overwrite the historic snapshot used in an earlier management report.
Compare process and system options
A controlled accrual or estimate register can support a modest job volume if it reconciles to the financial system and preserves service identity. A native forwarding job-cost module is useful when it can link estimates, allocations and actual invoices.
An integration must handle approved corrections and partial posting outcomes. If an accepted invoice posts to finance but the acknowledgement fails, query the destination before resending. A duplicate actual cost can be as misleading as an uncleared estimate.
Test a partial invoice, a changed currency rate, a duplicate supplier document and a charge received after a period is closed. The workflow should route each to finance's permitted process rather than backdating automatically.
Measure unmatched actuals, aged estimates, unexplained margin movements and duplicate costs. A faster close is useful only if later changes remain understandable.
Report the margin with its evidence state
The practical result is a job view that distinguishes what is known, estimated and still disputed. That allows timely management review without pretending the financial work is finished.
Next actions
- Define operational, provisional and financial close states.
- Link expected costs to specific services and review owners.
- Reconcile one late invoice as a replacement of its matching estimate.
- Review amount and exchange-rate effects under the applicable finance policy.
For a job-close assessment, start with a job whose margin changed after completion and trace the estimate, invoice and settlement separately.
Discuss this workflow
Describe your current systems, the recurring exception and the outcome you need. Keep shipment, customer and financial records out of the initial message.
