Make the CDMO quality agreement usable in daily operations

For Customer QA and CDMO programme managers · Compare approaches

TL;DR — what you’ll learn

  • Turn an agreed responsibility into a named workflow, evidence requirement and escalation path.
  • Distinguish quality decisions from delivery promises and commercial settlement.
  • Follow an illustrative packaging deviation through containment, notification, investigation and disposition.
  • Test whether both the customer and contract manufacturer can reconstruct the same event without relying on an individual's inbox.

A contract development and manufacturing organisation, or CDMO, discovers a packaging deviation late on Friday. The batch is contained locally. The programme manager believes quality assurance (QA) will notify the customer, while QA believes the programme manager has already done so. On Monday, the customer is still planning to collect the batch.

The quality agreement may contain the necessary responsibilities. The operating workflow has failed to apply them.

A useful implementation connects each relevant agreement obligation to an event, an accountable role, required evidence and a response path. The software should support the responsibilities agreed by the parties; it should not invent them or silently change who can make a quality decision.

Start with the agreement's actual scope

Identify the products, sites, services and activities covered by the agreement. A relationship can include development, commercial manufacturing, testing and packaging under different arrangements. Do not assume one workflow applies identically across them.

For US commercial drug manufacturing, FDA's quality-agreement guidance discusses defined responsibilities and communication between owners and contract facilities. It recommends separating quality agreements from commercial contracts, or making them severable. Its stated scope is important: it is not a universal contract template for every life-sciences activity.

For an Indian operation, establish the relevant Indian requirements, licences and contractual responsibilities, together with destination-market requirements where applicable. The EU GMP index identifies Chapter 7 on outsourced activities for relevant EU work. Confirm the applicable text rather than treating an international reference as automatically governing every engagement.

The engineering task begins after those responsibilities are understood. Extracting clauses into a tracker can help, but the parties' qualified owners must confirm the interpretation before the tracker drives operational decisions.

Translate clauses into operational events

Use a small obligation register connected to the signed agreement. Each entry should identify the relevant clause, event that activates it, responsible party, accountable role, required evidence and communication destination.

For timing, capture the approved interpretation of when the clock begins and how it is measured. Do not invent a standard notification period. Different events and agreements may require different treatment, and regulatory reporting may follow separate rules.

Record the version and effective dates of the agreement. An event that occurred before an amendment may need to be interpreted against the earlier terms. Keeping only the latest PDF makes that reconstruction unnecessarily difficult.

The register should remain linked to the agreement, not become a competing contract maintained informally by the software team.

Follow the Friday deviation through a shared record

In an illustrative packaging event, the site identifies a discrepancy, contains the potentially affected material and creates its deviation record under the approved procedure. The system links the affected product, batch, packaging order and customer programme.

The applicable communication task is then assigned to the agreed role, with a backup. The record distinguishes notification prepared, notification sent, receipt acknowledged and a quality decision received where one is required. Those are different events.

The customer sees the relevant evidence through the agreed channel and access scope. The CDMO retains its original record. If the two organisations use different quality systems, connect their reference numbers so follow-up messages can be reconciled without pretending there is one shared database.

The delivery promise is updated through its own workflow. Informing a customer of a delay does not establish product disposition. Conversely, a quality assessment does not automatically settle contractual cost or delivery consequences.

Once the investigation and required reviews are complete, the authorised parties record their decisions and the evidence supporting them. The programme manager can then coordinate the commercial and scheduling response using those decisions.

Model disagreements instead of hiding them

Both parties may review the same evidence and ask different questions. A useful system records the unresolved issue, the information requested, its owner and the agreed escalation route. It should not convert a disagreement into a generic “awaiting customer” status that conceals the specific work.

Preserve the versions of reports exchanged. If a report is corrected, identify what changed and why. A revised attachment should not silently replace the document on which an earlier decision relied.

Make permitted activity explicit while the issue remains open. Depending on the approved arrangement and procedures, some work may continue while another activity remains restricted. The system needs the actual scope, not a single project-level traffic light that users interpret differently.

This is particularly important when one event affects several batches. Each affected unit of scope may have different evidence or disposition. A shared investigation reference can connect them without forcing identical outcomes.

Keep quality and commercial records connected but distinct

A rejected quantity can create a commercial claim. A delayed investigation can affect a reserved production slot. Those relationships matter to management, but the commercial calculation should reference the quality decision rather than alter it.

Define which facts can flow into finance and planning: affected quantity, authorised status, relevant dates and approved decision references. Limit access to the detailed investigation where appropriate. Finance may need the quantity and contractual basis for a credit without needing unrestricted access to every technical attachment.

The same principle applies to a customer portal. A portal can make evidence easier to retrieve, but a portal status does not replace a required signature or approval. State what the displayed status means and which authoritative record supports it.

The capacity-planning guide explains the scheduling dependency. The commercial-claims guide covers financial settlement.

Decide what to automate first

Start with repeated coordination work: identifying the applicable agreement, creating the right task, assembling permitted evidence, tracking acknowledgement and escalating missing responses. These activities often cross organisational boundaries and are susceptible to omissions.

AI may help locate relevant clauses or summarise a long exchange. Require the output to link to the source and keep uncertain interpretations visible. Do not use a generated clause summary as the authoritative instruction until the responsible owner has confirmed it.

Avoid automating quality conclusions merely because a notification is complete. A complete evidence packet makes review easier; it does not establish the result of that review. Keep the original records and the decision trail accessible.

Rehearse the handovers before relying on them

Use a tabletop exercise with both organisations. Start with the Friday event, then add an unavailable primary contact, a corrected report and a disagreement about the affected scope.

Check whether the workflow can:

  1. Identify the correct effective agreement and covered activity.
  2. Assign the notification and backup without relying on personal memory.
  3. Preserve what was sent, when, to whom and with which evidence version.
  4. Connect the two organisations' case references.
  5. Keep unresolved quality and commercial decisions distinguishable.
  6. Reconstruct the final decisions and their permitted operational consequences.

Measure missed handovers, time spent chasing evidence, unacknowledged communications and cases with unclear ownership. Review the cause of delays rather than imposing a single speed target on every investigation. Some cases legitimately require more technical work.

Summary and next actions

A quality agreement becomes useful in daily operations when its responsibilities can be followed through an actual event. That requires a shared understanding of triggers, evidence, authority, communication and completion.

  • Select a recent outsourced-manufacturing issue and locate the agreement effective when it occurred.
  • Map the required handovers to the actual notifications, evidence and decisions.
  • Assign explicit ownership where completion depended on email memory or one coordinator.
  • Rehearse that event type, including an unavailable contact or disputed assessment, before expanding the workflow.

Link the result to the deviation process. NextEdge Labs can help design the record relationships, access boundaries and integration workflow while the parties retain their contractual and quality decisions.
