Turnaround accruals: explain work done before invoices arrive

By Vikasraj YadavPublished Editorially reviewed 10 min read

For Operator finance controlling a turnaround

TL;DR — what you’ll learn

  • At month-end during a major refinery or petrochemical turnaround, tens of millions of rupees in mechanical, scaffolding, and inspection work have been physically executed on site while contractor tax invoices and finalized Service Entry Sheets (`SES`) lag by 15 to 45 days.
  • Booking month-end turnaround accruals from linear calendar-day elapsed percentages or total Purchase Order (`PO`) ceilings distorts financial statements and fails external audit scrutiny when physical execution deviates from baseline schedules.
  • An audit-defensible turnaround accrual engine calculates unbilled work-in-progress (`WIP`) from **field-verified physical progress records**—signed daily measurement sheets, earned-value weld/scaffold tallies, and third-party crane time logs—while explicitly segregating **disputed extra-work claims** from undisputed base accruals.
  • The Plant/Asset Controller approves final accrual recognition and Ind AS 16 capitalization splits, Service Owners attest to physical completion quantities, and disputed contractor claims are tracked in a separate contingent disclosure register with legal/commercial review.

Why turnaround invoice lag breaks standard ERP Goods-Receipt / Invoice-Receipt accounting

A major refinery crude distillation unit (CDU) or offshore platform turnaround compresses hundreds of thousands of contractor craft hours into a 25-to-40-day window. Under standard procurement-to-pay (P2P) procedures governed by SAP S/4HANA Service Purchasing and Accrual Engine and public-sector contracting procedures such as the Oil India Procurement Manuals, payment requires a formally countersigned Service Entry Sheet (SES / ML81N) matched against a vendor tax invoice.

During active turnaround execution, however, a structural timing gap opens at month-end close:

  • Physical Execution Is Immediate, Commercial Certification Lags: By 23:59 on the last day of the month, a mechanical contractor has opened 42 heat exchangers, hydro-jetted 38 tube bundles, and completed 1,100 inch-dia of alloy piping welds. Yet because Joint Measurement Sheets (JMS) are still being reconciled between field quantity surveyors and contractor engineers, only a fraction of that completed work has been converted into posted SAP Service Entry Sheets (SES) or matched against invoices.
  • The Failure of Naive PO-Percentage Accruals: If finance simply accrues 50% of the open Purchase Order value because 15 of 30 calendar days have elapsed, severe misstatements occur:
    1. A contractor delayed by upstream gas-freeing may have completed only 18% of physical scope by Day 15 (causing a massive over-accrual).
    2. Conversely, a vessel repair package that hit emergent weld-overlay discoveries may have consumed 85% of its baseline PO plus submitted unapproved variation claims.
  • Commingling Undisputed Work with Disputed Claims: Contractors routinely submit daily field sheets that bundle verified schedule-of-rates (SoR) items together with disputed standby claims or unapproved rate-card escalations. Accruing the raw contractor submission inflates liabilities and weakens the operator's commercial negotiating position; ignoring the entire submission understates incurred turnaround cost.
Turnaround month-end accrual calculation and evidence segregation workflow Workflow reconciling Total Verified Physical Work Done against Posted SES/Invoices to derive Net Unbilled Accrual, while separating CAPEX vs OPEX under Ind AS 16 and isolating disputed contractor claims. Turnaround Month-End Accrual Engine: Verified Field Progress Minus Posted SES 1. Field Progress Evidence - Signed Daily Joint Measurement Sheets (JMS) - EAM Milestone Completions - Approved Change Orders Attested by Service Owner / Lead Area Engineer 2. Net Unbilled Calculation Verified Cumulative Work MINUS Posted SES (GR/IR) MINUS Direct Invoices = Net Undisputed Accrual Prevents Double-Counting with SAP GR/IR Clearing 3A. Undisputed Accrual Journal (Auto-Reversing Day 1) - Ind AS 16 Major Overhaul WBS -> Debit Turnaround CWIP (CAPEX) - Cleaning / Routine Inspection WO -> Debit Maint Expense (OPEX) Credit: Unbilled Turnaround Accrual Liability (GL 214500) 3B. Disputed Claim Quarantine (Commercial/Legal Review) - Unapproved rate escalations, disputed crane standby, out-of-scope claims - Excluded from base PO accrual; tracked in Disputed Claim Register AUDIT TRACEABILITY & AUTO-REVERSAL CONTROL 1. Every accrual line links to a signed Joint Measurement Sheet (JMS) or EAM operation ID and Contract Schedule-of-Rates (SoR) line item. 2. Month-end manual/engine accruals reverse automatically on Day 1 of the new period so subsequent SES postings never double-count cost.
Figure 1: Turnaround accrual workflow deriving net unbilled liabilities from field-verified measurement sheets while isolating already-posted SES amounts and disputed contractor claims.

Takeaway: Never accrue from elapsed time or raw contractor claim totals; compute the net gap between engineer-verified physical quantities and posted SAP Service Entry Sheets, and isolate disputed variations in a separate legal/commercial register.

The four-bucket turnaround accrual formula

To prevent double-counting against SAP's standard GR/IR (Goods Receipt / Invoice Receipt) clearing account while capturing all work physically performed through 23:59 on cutoff day, every turnaround contract package is evaluated across four explicit monetary buckets:

Bucket 1: Cumulative_Verified_Work_Value = SUM(Verified_Physical_Qty_i * Contract_SoR_Rate_i)
Bucket 2: Posted_SES_And_Invoiced_Value = SUM(Approved_SES_Posted_In_ERP_Through_Cutoff)
Bucket 3: Net_Undisputed_Accrual = Bucket 1 - Bucket 2
Bucket 4: Disputed_Claim_Exposure = Contractor_Claimed_Total - Bucket 1

Segregating CAPEX vs OPEX under Ind AS 16

Under Ind AS 16 (Property, Plant and Equipment), major turnaround inspection and component replacement costs (such as replacing a reactor catalyst bed, retubing a process heater, or overhauling a major compressor rotor on a 4-year cycle) are recognised in the carrying amount of the PPE item (CAPEX / CWIP), whereas routine cleaning, hydro-testing of minor piping, and day-to-day maintenance repairs during the same shutdown are expensed as incurred (OPEX).

Consequently, Bucket 3 (Net_Undisputed_Accrual) cannot be booked as a single lump-sum journal to one cost centre. Each underlying Joint Measurement Sheet (JMS) line inherits the OPEX or CAPEX_CWIP classification of its linked EAM Work Order or WBS element.

Illustrative example (hypothetical scenario): CDU Turnaround Mechanical Package (PO-4500089120)

Illustrative scenario notice: All site volumes, defect counts, error rates, engineering hours, and INR (₹) figures below are hypothetical scenario assumptions constructed to demonstrate the control math and workflow gating. Any time or cost reductions represent modeled process/capacity estimates under these assumptions, not achieved client benchmark savings or guaranteed cash realization.

Consider a major mechanical and heat-exchanger turnaround contract (PO-4500089120, Baseline Contract Value = INR 80,000,000) at month-end cutoff (2026-10-31, Day 18 of a 28-day turnaround):

  1. Contractor Gross Submission: On 2026-10-31, the mechanical contractor submits a cumulative progress summary claiming INR 61,500,000 of work executed to date.
  2. Engineering & Quantity Surveyor Verification (Bucket 1):
    • Reviewing the signed Daily Joint Measurement Sheets (JMS-101 through JMS-148) and EAM operation sign-offs against the contract Schedule of Rates (SoR), the Lead Turnaround Area Engineer verifies INR 54,000,000 of undisputed physical work completed through 2026-10-31:
      • INR 36,000,000 on major column tray replacements and heat-exchanger tube bundle renewals (Linked to Capital WBS -> Ind AS 16 CAPEX_CWIP).
      • INR 18,000,000 on exchanger hydro-jet cleaning, blind flange installation, and routine valve repacking (Linked to Maintenance PM Orders -> OPEX_MAINTENANCE).
  3. Deduction of Posted SAP Service Entry Sheets (Bucket 2):
    • Querying SAP table ESSR (Service Entry Sheet Header) as of 2026-10-31T23:59:59Z shows that JMS-101 through JMS-128 have already been formally entered and accepted in SAP as posted SES documents totaling INR 31,000,000 (INR 21,000,000 CAPEX_CWIP + INR 10,000,000 OPEX_MAINTENANCE), which have already generated standard SAP GR/IR clearing credits.
  4. Net Undisputed Month-End Accrual (Bucket 3 = Bucket 1 - Bucket 2):
    • Net_Undisputed_Accrual = INR 54,000,000 - INR 31,000,000 = INR 23,000,000 (representing JMS-129 through JMS-148, where physical work is verified complete on site but formal SES entry is still in workflow):
      • Debit Turnaround CWIP (CAPEX): INR 36,000,000 - INR 21,000,000 = INR 15,000,000
      • Debit Turnaround Maintenance Expense (OPEX): INR 18,000,000 - INR 10,000,000 = INR 8,000,000
      • Credit Unbilled Turnaround Accrual Liability (GL 214500): INR 23,000,000 (configured to auto-reverse on 2026-11-01).
  5. Disputed Contractor Claim Isolation (Bucket 4):
    • The remaining INR 61,500,000 - INR 54,000,000 = INR 7,500,000 claimed by the contractor consists of:
      • INR 4,500,000 for unapproved crane standby hours during a heavy rain squall (excluded from standby compensation under Contract Clause 14.2).
      • INR 3,000,000 for a contested alloy welding rate multiplier not yet evaluated by the Contracts Change Board.
    • This INR 7,500,000 is excluded from the PO service accrual (GL 214500) and logged in the Disputed Commercial Claims Register (CLAIM-TA-2026-019) where Commercial, Legal, and the Controller assess whether any contingent provision is required under Ind AS 37 without conceding contractual entitlement.
Four-bucket turnaround accrual reconciliation for PO-4500089120 (INR 61.5M claimed) Visual waterfall reconciling INR 61.5M contractor claim into INR 31.0M already posted SES, INR 23.0M net unbilled accrual (split INR 15M CAPEX / INR 8M OPEX), and INR 7.5M isolated disputed claims. Worked Turnaround Accrual Waterfall: PO-4500089120 at Month-End Cutoff (Day 18) 1. Gross Claim vs Verified Work Contractor Raw Submission: INR 61,500,000 Bucket 1: Engineer Verified (JMS) INR 54,000,000 (87.8%) Signed JMS-101 to JMS-148 x SoR Rate Bucket 4: Disputed Claims INR 7,500,000 (12.2%) Quarantined for Commercial/Legal Review 2. Deduct Posted SES (Bucket 2) Already Posted in SAP (GR/IR): INR 31,000,000 - JMS-101 to JMS-128 accepted in ML81N - CAPEX: INR 21.0M | OPEX: INR 10.0M Bucket 3: Net Unbilled Accrual INR 23,000,000 (INR 54.0M Verified - INR 31.0M SES) Covers completed JMS-129 to JMS-148 pending SES entry at cutoff. 3. Month-End Journal & Split Debit Turnaround CWIP (Ind AS 16): INR 15,000,000 (Tray & bundle replacements) Debit Turnaround Maint OPEX: INR 8,000,000 (Hydro-jetting & routine repacking) Credit Unbilled Accrual GL 214500: INR 23,000,000 Auto-Reversal Date: 2026-11-01 Controller Sign-Off: FIN-CTRL-02
Figure 2: Worked turnaround accrual waterfall for PO-4500089120 separating INR 31.0M posted SES, INR 23.0M net unbilled accrual (split between Ind AS 16 CAPEX and OPEX), and INR 7.5M disputed claims.

Takeaway: Deducting already-posted SES amounts from cumulative engineer-verified JMS progress prevents double-counting, while isolating the INR 7.5M disputed claim protects commercial negotiation posture.

Summary and next actions

  1. Replace calendar-elapsed estimates with signed Joint Measurement Sheets (JMS): Require area engineers and quantity surveyors to log verified physical quantities against contract Schedule-of-Rates (SoR) items up to the month-end cutoff timestamp.
  2. Deduct posted SAP Service Entry Sheets (SES) automatically: Compute the net month-end accrual strictly as Cumulative Verified Work Value minus Posted SES Value so unbilled accruals never double-count SAP's GR/IR account.
  3. Preserve Ind AS 16 CAPEX vs OPEX splits at the accrual line level: Map each unbilled JMS line to its parent Capital WBS element or OPEX Maintenance Work Order rather than booking a single lump-sum accrual to a generic cost centre.
  4. Quarantine disputed contractor claims in a separate register: Strip unapproved rate escalations and contested standby claims out of the PO service accrual and route them to Commercial and Legal for separate contingent-liability evaluation.
