A spare in stock is not always a spare ready for use

For Operator warehouse and equipment supplier

TL;DR — what you’ll learn

  • Separate a stored spare's **Physical Stock Balance (`Qty_On_Hand`)** from its **Preservation Compliance Status (`Preservation_State`)** and **Approved Use Eligibility (`Issuable_For_Service`)**; a compressor rotor, motor, or elastomeric seal kit sitting in a warehouse bin with expired or missing preservation records is not ready for installation.
  • Bind every preservation-sensitive item or serial at receipt to an **Approved OEM Preservation Plan Reference (`Plan_ID`)** with a deterministic inspection cadence (e.g., `30-day` shaft rotation and heater check, `90-day` nitrogen-blanket pressure verification, or `Quarter-Ahead` elastomer shelf-life gate) without inventing ad-hoc maintenance procedures inside the WMS.
  • Configure an automatic **`PRESERVATION_OVERDUE_HOLD`** interlock: when a scheduled preservation task passes its grace window unrecorded, or when an inspection fails, the item's ERP availability flips from `Unrestricted_Ready` to `Restricted_Pending_Engineering_Suitability_Review`.
  • In an illustrative pre-turnaround warehouse audit of `150` high-criticality stored spares (`₹6,40,00,000` book value), separating physical presence from preservation compliance reveals that only `118` units (`78.67%`, `₹4,92,00,000`) are truly `Ready_For_Issue`, while `32` physically present units (`21.33%`, `₹1,48,00,000`) are blocked (`19` overdue preservation checks, `8` failed nitrogen/insulation readings, and `5` expired elastomeric shelf-life lots), preventing a degraded `₹38,00,000` centrifugal compressor rotor (`SER-ROT-402`) from being issued to a shutdown job before re-qualification.

In oilfield, refinery, and petrochemical warehouses, the ERP inventory screen routinely shows Quantity On Hand = 1, Status = Unrestricted for a critical multistage pump rotor, high-voltage motor, or blowout-preventer elastomer kit that has been sitting on a shelf for three years. When an emergency breakdown or turnaround work order calls for that spare, technicians pull it from the rack only to find pitted journal surfaces, seized bearings from static false brinelling, zero nitrogen pressure in the shipping canister, or moisture-saturated motor windings. The plant suffers days of unplanned downtime because the ERP equated physical existence in a bin with technical readiness for service.

The core operational decision for materials managers, stores leads, and reliability engineers is to decouple physical inventory quantity (Physical_Presence), preservation-record completeness (Preservation_Record_Status), and technical suitability for issue (Approved_Use_Status) across ERP, WMS, and EAM. Industry procurement and supplier-information specifications under IOGP JIP33, reliability data taxonomies in ISO 14224:2016, and serialised rotating-asset controls in IBM Maximo underscore that long-term storage preservation is a controlled lifecycle state whose documented evidence governs both operational readiness and post-installation OEM warranty validity.

Three independent states: Physical Presence, Preservation Record Status, and Approved Use Eligibility

A single boolean In Stock flag cannot represent the true condition of stored oilfield spares. Instead, the inventory ledger must maintain three distinct attributes for every serialised rotating asset or shelf-life-controlled batch:

  1. State 1 — Physical Presence (Physical_Qty & Bin_Location): Confirms that the item physically exists in a designated warehouse zone (e.g., Climate-Controlled Indoor Bay, Vertical Rotor Rack, or Outdoor Covered Yard) as verified by cycle counting.
  2. State 2 — Preservation Record Completeness (Preservation_Status): Tracks whether all scheduled preservation tasks referenced in the approved OEM Preservation Plan (Plan_ID from the purchase order's Vendor Data Requirements) have been executed and logged on time:
    • Current_Compliant: All scheduled checks completed within the allowed tolerance window, with pass readings recorded.
    • Overdue_Unverified: A scheduled preservation due date has passed (e.g., > 7 days past the 30-day cycle) without a logged record.
    • Failed_Observation: A preservation check recorded an out-of-tolerance condition (e.g., nitrogen blanket pressure < 0.20 bar(g), insulation resistance drop, VCI film breach, or desiccant saturation).
    • Shelf_Life_Expired: Batch cure/manufacture date plus OEM storage shelf life has elapsed.
  3. State 3 — Approved Use Status (Use_Eligibility): Determines whether ERP/EAM can allocate and issue the spare to a maintenance work order (O018):
    • Only when Physical_Qty >= 1 AND Preservation_Status == Current_Compliant does Use_Eligibility remain Ready_For_Issue.
    • Whenever Preservation_Status transitions to Overdue_Unverified, Failed_Observation, or Shelf_Life_Expired, Use_Eligibility automatically switches to Hold_Pending_Engineering_Review, subtracting the unit from net available-to-promise (ATP) stock without deleting it from the financial valuation ledger.

Workflow: Decoupling physical stock presence from preservation record status and approved use eligibility
  1. 1. Assign OEM Preservation Plan ID at ReceiptWhen a critical spare clears incoming inspection ([O016](O016-material-certificate-traceability.md)), link its Asset_Serial_ID or Batch_ID to the approved Preservation_Plan_ID and generate recurring EAM/WMS preservation tasks.
  2. 2. Capture Objective Readings on Scheduled CadenceWarehouse preservation technicians record quantitative checks (resting shaft clock angle, Megger MΩ, nitrogen bar(g), desiccant colour) against the serial before the due date expires.
  3. 3. Auto-Quarantine Overdue or Failed Spares from Free ATPIf a preservation task becomes overdue or logs a failed reading, switch Use_Eligibility from Ready_For_Issue to Hold_Pending_Engineering_Review and alert the Materials Planner.
  4. 4. Require Qualified Engineering Disposition Before IssueOnly a signed engineering re-qualification work order (or replacement procurement trigger) can clear the hold; warehouse staff cannot manually override Use_Eligibility to issue an unverified spare.

Safety and boundary note: Software rules track preservation schedule compliance and block unverified issue, but specific preservation chemicals, pressures, and re-qualification tests must always follow the equipment manufacturer's approved manual ([O009](O009-equipment-warranty-evidence.md), [O018](O018-maintenance-spares-reservations.md)).

Worked example: Auditing 150 stored critical spares (₹6,40,00,000) and intercepting degraded compressor rotor SER-ROT-402

All item counts, serial numbers, gauge readings, and rupee valuations below are illustrative examples constructed to show how separating physical presence from preservation status prevents installation failures and false stock availability.

Suppose an offshore-support onshore warehouse conducts a pre-monsoon readiness audit of 150 stored high-criticality capital and insurance spares carrying a total ERP book valuation of ₹6,40,00,000.

1. Warehouse-wide reconciliation: Physical Stock versus Truly Ready-for-Use Stock

In the standard ERP stock overview (MB52 / inventory balance screen), all 150 units (100.00%, ₹6,40,00,000) appear in Unrestricted Stock because they passed initial incoming inspection 6 to 36 months ago.

When the Preservation Compliance Matrix cross-checks those 150 physical units against their mandatory Preservation_Plan_ID schedules and shelf-life dates, the 150 physical spares partition into four distinct operational states:

  1. Bucket A — Physically Present & Preservation Compliant (Ready_For_Issue):
    • Quantity: 118 units (118 ÷ 150 = 78.67% of physical units)
    • Book Value: ₹4,92,00,000 (76.875% of total book value)
    • Status: All scheduled 30-day/90-day checks current and within limits; available for immediate work-order reservation.
  2. Bucket B — Physically Present, Preservation Overdue (Hold_Overdue_Review):
    • Quantity: 19 units (19 ÷ 150 = 12.67% of physical units)
    • Book Value: ₹82,00,000 (12.8125% of total book value)
    • Status: Missed 1 to 3 scheduled monthly shaft-rotation or Megger cycles (12 to 68 days overdue); automatically blocked from issue pending physical condition inspection.
  3. Bucket C — Physically Present, Failed Preservation Reading (Hold_Technical_Remediation):
    • Quantity: 8 units (8 ÷ 150 = 5.33% of physical units)
    • Book Value: ₹54,00,000 (8.4375% of total book value)
    • Status: Logged failed readings during storage check (5 nitrogen-blanketed assemblies dropped to 0.00 bar(g), 3 motors measured < 20 MΩ insulation resistance); routed to engineering refurbishment work orders.
  4. Bucket D — Physically Present, Cure-Date Shelf Life Expired (Hold_Expired_Disposition):
    • Quantity: 5 units (5 ÷ 150 = 3.33% of physical units)
    • Book Value: ₹12,00,000 (1.875% of total book value)
    • Status: Viton/HNBR blowout-preventer and valve elastomer kits past 8-quarter/12-quarter OEM cure-date limit; blocked from issue and routed to obsolete/expired spares review.

Check the physical-to-ready conservation equations:

  • Total Physical Stock = 118 (Ready) + 19 (Overdue Hold) + 8 (Failed Reading Hold) + 5 (Expired Hold) = 150 units (100.00%)
  • Total Non-Ready Blocked Stock = 19 + 8 + 5 = 32 units (32 ÷ 150 = 21.33% false availability hidden by naive ERP stock counts)
  • Total Book Value Conservation = ₹4,92,00,000 (Ready) + ₹82,00,000 (Overdue) + ₹54,00,000 (Failed Reading) + ₹12,00,000 (Expired) = ₹6,40,00,000 (₹1,48,00,000 or 23.125% of value on hold)

2. Serial-level interception on SER-ROT-402 (Spare Gas-Compressor Rotor, ₹38,00,000)

Examine one of the 8 units in Bucket C (Hold_Technical_Remediation)—a spare high-pressure centrifugal gas-compressor rotor (Item COMP-ROT-HP01, Serial SER-ROT-402, book value ₹38,00,000) stored in vertical nitrogen-pressurized shipping container CAN-ROT-04 for an upcoming turnaround 45 days away:

  • Approved OEM Plan (PRV-PLAN-N2-03): Requires continuous dry nitrogen blanket pressure between 0.35 bar(g) and 0.70 bar(g) (minimum alarm floor 0.20 bar(g)), verified every 30 calendar days.
  • Scheduled Check #14 (2026-10-12): Warehouse technician scans CAN-ROT-04 and records Measured_N2_Pressure = 0.00 bar(g) due to a cracked container pressure-relief O-ring, with internal humidity indicator card reading 65% RH (> 30% RH maximum limit).
  • System response (ACT-O014 gate):
    1. Immediately flips SER-ROT-402 from Use_Eligibility = Ready_For_Issue to Hold_Technical_Remediation, showing 0 usable spares on the turnaround readiness board (O006).
    2. Creates high-priority EAM Engineering Inspection Work Order WO-PRV-402 assigned to the Rotating Equipment Authority.
  • Remediation & re-qualification (11-day turnaround recovery):
    • Container opened in clean workshop (Day 1–2): superficial atmospheric condensation film found on labyrinth seal lands; zero pitting on bearing journals.
    • Rotor cleaned, micro-polished, dynamically check-balanced, and runout verified (0.008 mm ≤ 0.012 mm limit) under OEM service specialist witness (Day 3–9, cost ₹1,85,000).
    • Container CAN-ROT-04 O-ring replaced, evacuated, purged with dry nitrogen to 0.55 bar(g) (Dew Point -42°C), and verified stable over a 48-hour pressure-drop test (Day 10–11: 0.55 bar(g) → 0.55 bar(g), 0.00 bar(g) drop).
    • Rotating Equipment Authority signs Engineering_Suitability_Release ESR-2026-402 on Day 11 (34 days before turnaround start), restoring SER-ROT-402 to Ready_For_Issue and avoiding a catastrophic turnaround startup delay.
Illustrative example: 150-spare preservation readiness audit (Rs 6.40 Crore) and compressor rotor SER-ROT-402 recovery
Physical ERP Stock150 / 150 units (100.00%, Rs 6.40 Cr shown as Unrestricted)
Truly Ready for Issue118 / 150 units (78.67%, Rs 4.92 Cr with current compliant records)
Blocked by Preservation Gate32 / 150 units (21.33%, Rs 1.48 Cr: 19 overdue, 8 failed, 5 expired)
SER-ROT-402 ProtectedRs 38.00L rotor caught at 0.00 bar(g); re-qualified in 11d for Rs 1.85L

Arithmetic check: 118 Ready (Rs 4.92 Cr) + 19 Overdue (Rs 0.82 Cr) + 8 Failed Check (Rs 0.54 Cr) + 5 Expired (Rs 0.12 Cr) = 150 units (Rs 6.40 Cr).

Acceptance criteria and verification tests

Run these three acceptance tests to confirm that preservation compliance governs stock availability:

  • ACT-O014-01 (Automatic deduction from net issuable ATP when preservation task becomes overdue): Let a scheduled 30-day preservation task on a test serialised spare exceed its 7-day grace window without a completed checksheet. Pass condition: At Due_Date + 8 days, the item's Physical_Qty remains 1 on the warehouse balance report, but its Use_Eligibility automatically switches to Hold_Overdue_Review and its available-to-reserve quantity drops to 0 on the maintenance reservation screen.
  • ACT-O014-02 (Immediate quarantine hold and engineering work-order generation on out-of-range reading): Enter a preservation reading of 0.05 bar(g) on a nitrogen-blanketed spare whose plan specifies a minimum threshold of 0.20 bar(g). Pass condition: The form flags the reading red, flips Use_Eligibility to Hold_Technical_Remediation, blocks warehouse goods issue (MIGO 201/261), and generates an inspection work order routed to the assigned Equipment Authority.
  • ACT-O014-03 (Role segregation preventing warehouse staff from clearing a failed preservation hold): Attempt to manually reset Use_Eligibility from Hold_Technical_Remediation to Ready_For_Issue using a standard Warehouse Keeper or Inventory Clerk user profile. Pass condition: The system rejects the override (HTTP 403 / Role Authority Violation) and requires a signed Engineering_Suitability_Release approval from the designated Rotating/Static/Electrical Authority profile.

Summary and next actions

Separate physical stock presence from technical readiness before your next shutdown or critical breakdown:

  1. Add explicit Preservation_Status and Use_Eligibility state fields to all stored critical spares: Never allow ERP or EAM planning boards to treat Physical_Qty_On_Hand as Ready_For_Issue when preservation evidence is missing or expired.
  2. Link OEM preservation plan references (Plan_ID) at goods receipt: Capture the required inspection interval and quantitative pass/fail limits from the supplier's JIP33 / OEM documentation package during incoming QA clearance.
  3. Audit non-moving critical spares (90+ days in stock) by preservation compliance first: Before assuming slow-moving insurance spares are healthy—or before recommending them for obsolete stock write-off—verify their preservation history and physical condition.
  4. Bind warehouse preservation logs to serialised warranty dossiers: Ensure every completed preservation record attaches automatically to the serial's equipment warranty evidence chain.
