TL;DR — what you’ll learn
- Connect IT incident containment directly to a pre-defined warehouse and transport decision tree so dock supervisors know within fifteen minutes which loads can move on offline manifests and which must hold.
- Never allow manual fallback shipping for quarantined, recall-held, hazardous or unverified lot-controlled stock when the WMS or quality release ledger is unreachable.
- Coordinate regulatory incident assessment and reporting clocks—including evaluation under CERT-In directions—through qualified security and legal counsel alongside technical containment.
- Reconcile every manual gate pass, offline pick sheet and temporary transport dispatch into the restored WMS/TMS before re-enabling automated replenishment or wave release.

IT isolates the network at 15:00 IST, and fourteen trucks are sitting at the dock
Most corporate cyber-incident playbooks stop at the server room door: isolate affected network segments, revoke compromised credentials, preserve forensic images and notify the crisis committee. In a logistics operation, isolating the warehouse management system (WMS), transport management system (TMS) or partner API gateway at 15:00 IST immediately creates a physical problem on the floor. Fourteen trucks are backed onto loading bays, thirty-two pickers have frozen RF scanners, drivers are waiting at the security barrier for gate passes and e-Way Bill details, and cold-chain pallets are sitting on a staging apron.
If the incident response plan does not define what the warehouse is allowed to do during system isolation, one of two failures occurs. Either the entire depot freezes in confusion while perishable or urgent shipments miss linehaul cutoffs, or well-meaning supervisors start waving trucks out on handwritten chits—inadvertently shipping quarantined batches, duplicating orders or destroying the inventory ledger that IT is trying to recover.
A practical logistics cyber-incident playbook pairs technical containment and regulatory reporting assessment with a strict operational triage matrix for the warehouse floor and transport desk.
Classify in-flight warehouse work before allowing manual dispatch
When the CISO or IT incident commander declares a WMS/TMS isolation event, the depot head and quality lead should not treat all open orders equally. Divide every scheduled outbound dispatch in the active window into three operational continuity tiers:
- Tier 1 — Cleared for controlled offline release: Orders that were already picked, packed, quality-verified and staged prior to system isolation, where a signed or verified pre-isolation manifest snapshot exists and statutory movement documents can be generated or verified through an unaffected authorised channel.
- Tier 2 — Deferred to next recovery window: Unpicked standard replenishment or non-critical orders where bin locations, FIFO/FEFO allocation and stock availability cannot be verified safely without the WMS.
- Tier 3 — Mandatory hard hold (No offline release permitted): Any stock involving quarantine zones, quality hold statuses, cold-chain excursion checks, serialised/regulated traceability or hazardous goods where the release status cannot be proven independently of the offline system.
Physical workplace safety and shift-hour controls—contextualised in Indian labour frameworks such as the Ministry of Labour and Employment — Labour Codes—continue to apply during manual fallback: supervisors must not bypass equipment authorisation checks or force unrecorded double shifts while trying to clear a post-outage backlog.
Illustrative example: triaging 40 scheduled dispatches during a 6-hour WMS isolation drill
Consider a regional distribution centre running a live cyber-continuity tabletop and floor drill simulating ransomware containment that isolates the WMS and carrier webhook broker during a peak afternoon window with 40 scheduled outbound dispatches. Using the rolling 30-minute read-only manifest cache stored on an isolated continuity tablet and the three-tier triage rule, the depot head, quality lead and IT incident manager classify all 40 loads within twenty minutes.

Outbound dispatch cohort at isolation (15:00 IST) |
Scheduled loads | Operational triage decision | Floor & gate control applied | Post-restoration reconciliation requirement |
|---|---|---|---|---|
| 1. Picked, staged & verified prior to 15:00 IST with cached signed manifest | 18 | Cleared via offline fallback (18 loads) |
Loaded against dual-checked paper/tablet manifest; serialised offline gate pass issued | Confirm shipment confirmation & deduct staged stock in WMS before reopening wave engine |
| 2. Unpicked standard ambient orders still in wave pool | 14 | Deferred to next window (14 loads) |
Pickers reassigned to physical staging checks and housekeeping; carriers notified of revised slot | Re-run wave allocation normally once WMS integrity is verified |
| 3. Temperature-sensitive / quality-hold / lot-restricted orders | 8 | Mandatory hard hold (8 loads) |
Pallets moved immediately into monitored cold-room hold bay; dock doors locked against manual load | Quality lead verifies logger data & WMS lot-release ledger after recovery before release |
| Total scheduled dispatches in window | 40 | 18 released + 14 deferred + 8 held = 40 loads | Zero unverified picks; zero quarantined stock shipped | 18 offline dispatches reconciled prior to resuming live automation |
The triage arithmetic keeps both physical risk and recovery effort bounded:
- Out of 40 scheduled dispatches, 18 already-staged loads depart safely with verifiable custody paperwork, protecting critical customer commitments.
- 14 unpicked standard loads are held cleanly rather than sending pickers into racking aisles with clipboards that would corrupt bin balances.
- 8 temperature-sensitive or lot-restricted loads are held inside monitored cold storage so no unverified or quarantined batch leaves the gate (
18 + 14 + 8 = 40).
Because the warehouse only created 18 controlled offline dispatch packets—rather than 40 chaotic ad-hoc movements—post-recovery inventory reconciliation takes two hours instead of three days.
Align technical containment, API revoke rules and regulatory reporting
Logistics environments are heavily interconnected with external 3PLs, carrier portals, GPS aggregators and customer ERPs. When a security incident occurs, containment and governance require three coordinated tracks:
- Partner API and token isolation: Following the principles in the OWASP — API Security Top 10 2023, maintain an inventory of every inbound and outbound API credential, webhook secret and EDI SFTP key. If a partner integration or internal portal is suspected of compromise, rotate or suspend those specific tokens immediately so attackers cannot inject fraudulent ASN, address-change or carrier-bank-update payloads.
- Regulatory notification and log retention readiness: Review the CERT-In — Cyber Security Directions FAQs with your information security lead and legal counsel in advance. The CERT-In framework specifies reportable cyber-incident categories, synchronised system-clock (NTP) expectations and log retention requirements in India. Your incident playbook should name the exact executive, security and legal owners responsible for assessing whether an event meets reporting thresholds and submitting required notifications within statutory timelines.
- Out-of-band communication: Do not rely on the primary corporate email or internal chat server to coordinate dock fallback if those systems share the affected active directory. Maintain an out-of-band contact roster and printed copies of the site triage playbook in the depot manager's office and security gatehouse.
Never turn the WMS back on before reconciling manual movements
The most destructive warehouse errors often happen after IT restores the servers from backup. If the WMS database is restored to a 14:30 IST snapshot while the physical warehouse loaded and dispatched 18 trucks between 15:00 and 18:00 IST using offline manifests, turning automated picking waves and ERP inventory sync back on immediately will allocate stock that has already left the building on a highway truck.
Enforce a mandatory Recovery Reconciliation Gate between IT System Restored and Warehouse Live Operations Resumed:
- Keep external integrations and wave release paused in a maintenance mode where only inventory controllers and administrators can log in.
- Identify the exact database recovery point (
RPO timestamp) and list every physical receipt, stage movement or dispatch that occurred after that timestamp, whether electronically before isolation or on paper during fallback. - Post and verify the 18 offline dispatches and any gate holds so system bin balances match physical floor reality.
- Obtain joint sign-off from IT, Depot Operations and Quality before re-enabling customer order allocation and partner webhooks.
Next actions
- Establish an automated, isolated read-only snapshot of staged/manifested orders and active dock appointments every 30 minutes so the depot has verified data if the WMS goes dark.
- Define the three-tier dispatch triage rule (staged release, unpicked deferral, regulated hard hold) with Depot Operations and Quality, and place laminated copies at the dispatch office.
- Map all partner API tokens and EDI connections against your incident containment checklist, and verify NTP clock synchronisation and log retention against CERT-In guidance with your security team.
- Run a 60-minute tabletop exercise simulating a peak-hour WMS isolation, including the post-recovery inventory reconciliation step before wave release resumes.
